State scrutiny of NGOs in Russia 2006-2008


There are currently almost 200,000 registered NGOs in Russia, alongside an unknown number of unregistered organisations. Following amendments to the Law on Non-commercial Organisations in 2006, the registration process became even more difficult, with one in six applications refused in 2006-2007. Small legal violations have also been employed by the authorities as grounds for closure of NGOs.
