Russian Federation: Council of Europe’s response to the situation in the Chechen Republic


In December 2003, the Secretary General of the CoE and the Russian Foreign Minister agreed a new, more targeted programme of cooperation between the CoE and the Russian Federation in Chechnya in 2004. The proposed activities included a seminar on good practice in electoral matters prior to the August 2004 elections, human rights training for students, and a seminar in the field of local self-government.
