Since the last monitoring report in April 2002, the Russian authorities have made efforts to address the issues which represented a threat to the political stability, economic progress and normal functioning of democratic institutions in the country. Despite a number of improvements, there remains little progress in other areas, including abolition of the death penalty and prosecution of those responsible for violations in Chechnya.
