Council of Europe Committee for the Prevention of Torture issues statement on Chechnya


On 10 July 2003, the CPT issued a statement concerning the Chechen Republic. Whilst recognizing that some progress has been made since its last statement in 2001, the CPT notes the continuing difficulties faced by the Russian authorities, and cautions against the potential for strong responses to degenerate into torture or ill-treatment. This is particularly the case in relation to treatment of detainees and the continuing problem of enforced disappearances in the region.
