The applicants are close relatives of six men who disappeared, having been unlawfully detained by Russian servicemen during special operations in Chechnya between 2001 and 2002. The cases were joined by the ECtHR. The applicants complained of the authorities’ failure to carry out effective investigations into these disappearances. In particular, although criminal investigations were commenced, the proceedings were repeatedly suspended and resumed, and remained pending for several years without achieving any tangible results. The Government did not challenge the applicants’ allegations, but maintained that there was no evidence to prove beyond reasonable doubt that State agents had been involved in the incidents or that the applicants’ relatives were in fact dead.
