‘The most creative tool in fifty years’? The ECtHR’s pilot judgement procedure
The ECtHR instituted the pilot judgement procedure in 2004 to enable it to address systemic human rights violations. Since then, pilot judgements have been given a high level of priority, although debates continue to surround their impact on individual justice.
