NGO Alternative Report to the UN Committee on the Elimination of Racial Discrimination (CERD)


An alternative report to CERD dealing with the period 1996-2001 and new developments in 2002 has been prepared by a group of Russian human rights NGOs including Memorial. Whilst welcoming the Russian Federation’s official report, the alternative report argued that the judicial mechanisms for combatting racial discrimination in Russia are ineffective, and that in a number of situation Russia is egregiously violating its obligations under the International Convention on the Elimination of All Forms of Racial Discrimination.

This article provides an overview of the content of the alternative report, which considers the instruments of ethnic discrimination in Russia and the plight of ethnic groups including the Meskhetian Turks. To find out more, click on the link to the full article below.
