Legal remedies for human rights violations in the North Caucasus


A recent Council of Europe report about the situation in the North Caucasus documents the Council’s problems in obtaining access to the region, whilst commenting on the human rights situation according to NGO reports. It expresses ongoing concerns, particularly relating to extrajudicial killings, disappearances and torture. It also notes the use of ‘counter-terror measures’ as a means of concealing human rights breaches and selective and inadequate enforcement of ECtHR judgements.
