The implications of Protocol 15 to the European Convention on Human Rights

Protocol 15 provides for five amendments to the European Convention on Human Rights (the Convention). A number of these, discussed below, represent a significant and controversial development, reflecting the current political climate and other pressures on the European Court of Human Rights.

Protocol 15 was opened for signature on 24 June 2013. It will not enter into force until three months after it has been signed and ratified by all forty seven member states. In the first week it was open for signature, it was signed by twenty of the member states of the Council of Europe.
