The applicants were Mr Bekhan\u00a0Velkhiyev and the wife and five\u00a0children of Mr Bashir Velkhiyev,\u00a0Bekhan\u2019s brother. They are all\u00a0Russian nationals. Bekhan lives\u00a0in Malgobek and the other applicants\u00a0live in the village of Barsuki, \u00a0Ingushetia. On 20 July 2004\u00a0a group of armed servicemen\u00a0took the brothers to the Organised\u00a0Crime Unit (OCU) at the Ministry\u00a0of the Interior of Ingushetia.\u00a0Over the following 24 hours both\u00a0men were tortured. Bekhan was\u00a0handcuffed, blindfolded, beaten\u00a0with truncheons and electrocuted.\u00a0Bashir did not survive the\u00a0torture. The next day an investigation\u00a0was instituted including a\u00a0forensic examination of Bashir\u2019s\u00a0body, and whilst officers from the\u00a0OCU confirmed the ill-treatment,\u00a0none of the perpetrators was\u00a0identified. In April 2005 the Nazran\u00a0Prosecutor\u2019s Office confirmed\u00a0that unidentified officers from the\u00a0Ministry of Interior had unlawfully\u00a0apprehended the brothers and\u00a0had beaten them violently on the\u00a0premises of the OCU. The premises\u00a0were not inspected during the\u00a0investigation.<\/p>\n<\/div>\n
