\n<\/a>Judgment date: 10 July 2012<\/strong><\/p>\n

The applicants were ten Russian\u00a0nationals who intended to hold a\u00a0march and two-hour demonstration\u00a0in central Moscow in opposition\u00a0to an anti-immigration rally\u00a0held earlier that month. The city\u00a0administration gave permission\u00a0only for the demonstration, on the\u00a0condition that it be relocated to\u00a0Tverskaya Zastava Square and be\u00a0limited to one hour. The organisers\u00a0withdrew their application for\u00a0authorisation, and gave notice to\u00a0the district authority of their intention\u00a0to hold a picket on Tverskaya\u00a0Square (near the Mayor\u2019s office)\u00a0in response to the city authority\u2019s\u00a0decision. The district authority imposed\u00a0the same conditions as the\u00a0city authority, referring to the \u201csecurity\u00a0of the participants\u201d, and the\u00a0need to avoid obstructing pedestrians\u00a0and vehicles. The organisers\u00a0did not challenge the conditions,\u00a0but proceeded to hold their picket\u00a0on Tverskaya Square as planned.\u00a0A special security squad arrested\u00a0some of the protestors, allegedly\u00a0without giving them the time or\u00a0opportunity to disperse after a verbal\u00a0warning. The applicants were\u00a0arrested and later convicted of\u00a0breaching the procedures for public\u00a0gatherings, resulting in fines of\u00a0between 500 and 1,000 RUB each.<\/p>\n
